Who is to blame?

Take a look at this picture. This is the door to the men's room at work. Imagine, if you will, the door is open. What do I see as I walk by? Urinals. I don't really want to see that, especially with them being used. Is it the engineer's fault? The architect? Really, I would have hoped in such a progressive society that someone could have thought to put the door hinges on the other side of the door...
